Lugia

Description:

Lugia was first released back in the Second Generation of Pokemon, and is a Duel Psychic/Flying Type Pokemon. It was apart of the Tower Duo with its Flying-Type Legendary Counterpart Ho-Oh. Competitively, Lugia is found in the Uber Class with most other Legendary Pokemon. It's a speedy, bulky defensive Pokemon that has a number of boosting and recovery moves that also allows it to set up into an offensive sweeper.

Ability - Multiscale (Pokemon Dream Radar)
Individual Values (IVs) - 5/6 Perfect IVs (Attack Doesn't Matter)
Effort Values Spread (EVs) - 252 Speed / 252 Def / 4 SpD (Timid) OR 252 HP / 252 Def / 4 SpD (Bold)
Nature - Timid / Bold
Moveset - Calm Mind / Aeroblast / Roost / Psyshock

Summary: This Lugia is at its finest, and the best version you will find in the competitive world. Multiscale allows Lugia to get off a free Calm Mind to boost its mediocre Special Attack. Roost allows Lugia to reactivate Multiscale and recover valuable HP. After a couple of Calm Minds, Aeroblast and Psyshock will man-handle opponents. They provide some great coverage for each other, as well as receive valuable STAB (Same Type Advantage Boost). Psyshock is for Chansey's and Blissey that switch-in as a Primary Counter.

Effort Values Spread (EVs) - 248 HP / 252 Def / 8 SpA
Nature - Bold
Moveset - Calm Mind / Aeroblast / Recover / Psycho Boost (Pokemon XD)

Summary: Here is another set - contributed by SuperCheats' own TVKL - that is focused on building Lugia into a Special Sweeper. Calm Mind & Recover work in the same way as in the Competitive Moveset, as well as the all powerful Aeroblast. But instead of Psyshock, this moveset utilizes the Pokemon XD: Gale of Darkness Lugia Exclusive Move of Psycho Boost. This attack is devastating, and can be used more than once with the White Herb.
