Swampert is under-rated, it has only ONE weakness and pretty good stats (except speed) it has a high attack and can learn powerful moves, i would suggest mudkip as a starter to get this BUT!!! DO NOT, because you can train a Whiscash WHICH ONLY HAS ONE WEAKNESS ALSO AND LEARNS EARTHQUAKE EARLY. yeah, Whiscash does not have high stats but when training you can use a Macho- Brace to double the EV's it gets.

I think swampert has to many flaws to be good. HOwever the fact that electric can't hit it means with proper traing can became somewhat good. THe thing is it has better attack then special attack so surf which is a must for water types is not aas powerful. But I am going to trade my pipulp for a mudkip and play platinum because I do love ground types.

My Swampert has an adamant nature, and it knows...
Earthquake
Waterfall
Mirror Coat
Counter
It has an adamant nature, and it is holding a focus sash. This Swampert is the ultimate counter for grass-type pokemon.

This is a extremely useful pokemon. You can use him against almost everything that it should stand in it's ground.

A good moveset for him (and i agree with gmoney7893) is:

Dive (more annoying than waterfall)
Earthquake
Hammer Arm (NEVER Focus Punch)
Stealth Rock / Avalanche (stealth rock is annoying as ever... and avalanche is self-explanatory, i mean look at it's speed! It will never hit's first!)
