Cryogonal is a pretty decent pokemon. He's kind of like the 5th gen Cloyster. Here's what I think a good Cryogonal could have.

Nature: Calm

Item: Lum/Leppa Berry

Moves: Reflect/Light Screen
Ice Beam
Haze
Recover

I would recommend Reflect over LS since he already has good Sp. Def, but it's subjective. As Ice Beam is your only offensive move the Leppa Berry could come in handy. Haze gets rid of Baton Passed boosts, and Recover let's you stay in the fight longer.
